Given the increasing significance of EBDOG as the principle means of Childrens Services Authorities engaging direct with DfE/PfS, the need for more formal terms of reference was identified. A formal constitution was shared with members at the May 2006 conference. A copy of the document is also available here.
Conferences are held twice yearly, usually in May and November. Each conference, organised and hosted by one of the member Local Authorities, includes the
sharing and discussion of policy developments with DfE/PfS, workshops on matters of specific interest and local school visits.

An Executive Committee has been established to provide a forum to respond to the many initiatives proposed by the DfE/PfS. Members are often included in
policy development issues and it is seen to compliment the existing framework
operated by DfE/PfS.

Whilst EBDOG conferences will primarily focus upon strategy and capital policy, the School Building Network organised by Pillar Consultancy organises regional events to cover selected technical issues in more detail. Nominated EBDOG Executive Committee members meet with representatives from DfE/PfS, School Building Network and Partnership for Schools at the Children's Service Communication Group to co-ordinate the dissemination of information and good practice.
